Memorandum of Understanding between the Cairo and Moscow Platforms
Within the framework of joint work to push towards a political solution, and following a series of meetings, the Moscow and Cairo Platforms for the Syrian Opposition reached a set of agreements and understandings, the fundamental ones of which are expressed in this memorandum of understanding (MOU), and are as follows:
First: The signatories to this MOU are committed to the unity of Syria’s territory and its people, working towards a real political transition that ends the de facto partition, and working towards the withdrawal of all foreign forces, including the “Israeli” occupation of the Syrian Golan.
Second: The political solution represented by the full implementation of UNSC Resolution 2254 is the only way out of the catastrophe the Syrian people are experiencing, and the only way to restore the unity of the Syrian people and the unity of its territory within the framework of a new political system that the Syrian people choose and decide.
Third: The Cairo and Moscow Platforms, as two essential components of the Syrian Opposition stipulated in UNSC Resolution 2254, along with the Riyadh platform, will work to activate the role of the Syrian Negotiation Commission (SNC) as a functional body whose objective is carrying out the direct negotiation process, and not being a cover for any one political side to impose its policies on others, including those policies that contradict movement towards a political solution in accordance with UNSC Resolution 2254.
Fourth: The two Platforms are open to cooperation with all the democratic patriotic opposition forces outside the SNC to achieve the main goal of a comprehensive political solution in accordance with UNSC Resolution 2254, leading to a new, unified, and strong Syria.
Fifth: The two Platforms affirm their aspiration to strengthen cooperation with the UN Special Envoy for Syria to accelerate the implementation of UNSC Resolution 2254 and ensure its implementation in a manner consistent with the content and spirit of the resolution, which constituted a point of consensus among all sides.
The two Platforms also agreed to continue coordination and joint work continuously and more frequently.
